Should Uzbekistan use international reserves for the infrastructure projects

Uzbekistan has significantly increased its international reserves. As a result, the reserve adequacy ratio has become much higher than recommended by the international organizations. This, in turn, raise question on practicability of using excessive reserves for infrastructure projects.
