Мақоланинг мақсади терговнинг олдини олиш бўйича нормаларнинг ҳуқуқни муҳофаза қилишнинг мавжуд имкониятлари ва ҳақиқий амалиётини, ушбу институтнинг амалий аҳамиятини ва унинг салоҳиятини аниқлашдир. Тадқиқот давомида суд экспертизасининг олдини олиш, қонунчилик нормалари ва ҳуқуқни қўллаш амалиётига оид назарий материаллар ўрганилди. Шу билан бирга, мавжуд норматив тартибга солиш терговнинг олдини олиш салоҳиятини тўлиқ амалий татбиқ этиш учун етарли эмаслиги аниқланди. Истисно – бу Қозоғистон Республикасининг коррупцияга қарши кураш агентлигига асосий вазифалардан бири сифатида тайинланган ихтисослаштирилган профилактика ҳисобланади. Аниқланган хавфларни ҳисобга олган ҳолда судгача терговнинг бошқа органларида коррупцияга қарши терговнинг олдини олишни такомиллаштириш бўйича таклифлар ишлаб чиқилган. Вазиятнинг ўзига хослиги шундаки, терговнинг олдини олиш институтининг мавжудлиги аслида собиқ шўролар ҳудуди билан чекланган. Жиноятчиликнинг олдини олишнинг ушбу усулига ёндашишда расмиятчиликни бартараф этиш жиноятчиликка, шу жумладан, коррупция жиноятчилигига қарши янада самарали курашишга ёрдам беради.
