The article explores the concept of public administration system effectiveness and examines its relationship with the system's functional performance. It presents a classification of models for assessing public administration effectiveness used in Western countries and post-Soviet states. The criteria for evaluating state power effectiveness are analyzed, along with their specific features within common Western models such as Good Governance and New Public Management. The article outlines methods for assessing state system effectiveness in the context of economic, social, and administrative policies, and summarizes scholarly opinions on key factors and components characterizing effective governance. It examines the stages of formation and development of the effectiveness assessment system for state administration bodies in the Republic of Uzbekistan. In conclusion, recommendations are offered for further improvement of public administration effectiveness assessment mechanisms.
