Abstract

Modern trends indicate that the most extensive and effective participation of society's representatives is manifested at the level of local government. Through the "bottom-up" formation of government, a responsible attitude to civic initiatives, and public participation in the formation of local budgets, public administration is being directed more towards the interests of society.
