Abstract

This article analyses the legal aspects of using Big Data technologies in contemporary public administration. It examines core legal challenges — personal-data protection, risks of de-anonymization, algorithmic discrimination, and hazards from automated decision-making by public authorities — and argues that Big Data is reshaping governance mechanisms and the legal character of administrative acts. The study contends that effective, lawful use of Big Data in public administration requires a multi-layered regulatory architecture that combines clear legal guarantees, algorithmic transparency, institutional oversight, and technical data-processing standards. Based on the analysis, the article formulates concrete recommendations for strengthening the legal framework and mitigating associated risks.
