Abstract

This article extensively analyzes the legal regulation of relations between the state and religious organizations, freedom of conscience, and the role of religion in society. The author discusses the influence of religious norms on the legal system, the role of religious values in the moral and spiritual development of society, and shows the reforms carried out in this direction during the years of independence. In particular, since 1991, a legislative framework guaranteeing religious freedom has been created, and the laws "On Freedom of Conscience and Religious Organizations" of 1998 and 2021 are considered important stages in this process.

The article also covers issues of liberalizing the activities of religious organizations and strengthening their social role in society in the context of the UN resolution "Enlightenment and Religious Tolerance," Presidential decrees, and national constitutional reforms. Referring to foreign experience, the author shows how the principle of secularism is enshrined in the constitutions of such countries as France, Turkey, India, and Kyrgyzstan.

In conclusion, the legal status of religious organizations in the system of civil society institutions, their interaction with the state, and the improvement of mechanisms for guaranteeing religious freedom in the context of modern globalization are emphasized as urgent issues. At the same time, it is specifically noted that the essence of secularism is not atheism, but a democratic principle that equally guarantees freedom of conscience and belief to all citizens.
